Review of the scientific literature conducted by the FDA as part of the work to develop a front-of-pack (FOP) nutrition labeling scheme. The review covers: 1) a summary of the main systematic reviews on FOP symbols, 2) an updated review of the scientific literature on FOP, and 3) summaries of guidelines on government implementation of FOP labels.

Eighty articles were reviewed, highlighting the positive impact of FOP labels on consumers’ ability to choose healthier products, which in some cases has even led to product reformulation. Consumers generally prefer simple labels (such as those using a summary system). The review emphasizes the importance of government-created FOP symbols, as recommended by the World Cancer Research Fund, to support public health objectives. Institutional approval of logos may be associated with greater trust in the label. The document covers studies from 2016 to 2019.
