FCTC Article 14 Tools
A number of resources are now available to help countries implement FCTC Article 14 and its guidelines. The tools are available in English, Spanish and French and can be found at treattobacco.net.
Dr. Martin Raw stated that the tools were developed through a Bloomberg grant aimed at helping countries implement FCTC Article 14 and its guidelines. The tools include a National Situation Analysis, Guidance on writing national guidelines, a review of the evidence on efficacy, effectiveness and affordability (published in Addiction), and an excel affordability spreadsheet, which can be used at national level to estimate the affordability of an intervention.
The treatobacco library includes a library of national cessation strategies and about 40 national cessation guidelines, and many other cessation resources, including core sections in 11 languages.
The tools were piloted with Uruguay and Jordan, and the work is ongoing in Bolivia, Costa Rica, Mexico, Lebanon and South Africa. The tools are free to download and we are happy to assist any country in how to use them. We are testing the affordability spreadsheet in Uruguay, Costa Rica and Lebanon.
